江戶時代，沿著主要街道設立了許多宿場，這些宿場兼具雙重功能：既是「旅人の休泊場所」，也是「物流の中継地点」During the Edo period, post towns (shukuba) were established in various locations along the major roads. These post towns had two roles: as a place for travelers to rest and as a relay point for goods.
草津宿是交通の要衝，東海道和中山道在此分岐・合流 Kusatsu was a place for branching and merging with the two major roads, the Tokaido and the Nakasendo connecting Kyoto and Edo (Current Tokyo).
2 家本陣、2 家脇本陣和 72 家客棧 (旅籠) 2 Honjin, 2 waki-honjin, and 72 hatago (inns)
- 「本陣 Honjin (Special High-class Inn)」- 江戶時代專供幕府官員及大名領主等貴族的休泊施設 During the Edo period, Honjin were used to accommodate Daimyo (feudal lords) and shogunate officials traveling to and from the shogunate capital, generally located in post stations. 一般會指定地方上富有人家的宅邸作為本陣，如商人、名主、村役人(管理村莊事務的人) Many of the honjin were actually personal residences of village and town leaders.
- 「脇本陣 Waki-honjin (Subsidiary)」- 本陣的備用旅館，參勤交代的時候比較大的藩如果本陣住不下的時候，相對下級的武士就住在脇本陣 The waki-honjin served as a subsidiary accommodation for the honjin and was used when the honjin was full or otherwise unavailable.
