外觀設計被描述為「基於日本品味的現代風格」，在近代建築鋪設和風瓦屋頂 The exterior design is described as a “modern style based on Japanese tastes,” with a Japanese-style tiled roof on a modern building.
外觀最顯著的特徵是中央佇立著 53.5 m 高的時計塔，採用二層屋頂設計，塔的頂端飾有四方的金鯱，與名古屋城的設計相得益彰 The exterior’s distinctive feature is the 53.5-meter-tall clock tower that rises in the center. The tower has a two-tiered roof and atop it is a shachi (orchid) glaring in all four directions, a design that harmonizes with Nagoya Castle.
牆面採用當地特産磁磚，打造出独創的設計。內部巧妙融合伝統意匠，使其成為昭和初期一座高評価的記念庁舎建築，將日本元素融入了西洋建築様式之中，2014 年 12 月，與隣接愛知県庁本庁舎一同被指定為国の重要文化財 Its walls made full use of local tiles to create an original design. The interior skillfully incorporated traditional designs, making it a highly acclaimed monumental government building from the early Showa period that incorporated Japanese elements into Western architectural style. In December 2014, it was designated an Nationally Important Cultural Property, along with the adjacent Aichi Prefectural Government Office Building.
